WINONA, Minn. – Pollution-capturing devices have been found missing from two Winona State vehicles in the university fleet parking lot at Sarnia and Main streets. The thefts were believed to have been stolen recently. The university also had a converter taken from a vehicle in a different lot in January. Precious metals in the converters are hot items on the black market.
