ST. PAUL, Minn. – The way has been cleared for four giant natural gas utilities to appeal fines for exorbitant price hikes. Two administrative law judges ruled that the state Commerce Department and the attorney erred in a consumer suit against the companies. .Accused:
> CenterPoint Energy.
> Xcel Energy.
> Minnesota Energy Resources.
> Great Plains Natural Gas.
Although not binding, administrative judges’ findings usually are taken seriously by the state Public Utilities Commission, which regulates gas companies. The utilities raised rates after their costs rose 62% following a massive storm that froze up Texas drilling and refining equipment. Demand soared, and wholesale prices soared throughout the Midwest.
