SARATOGA, Minn. – A St. Charles man was arrested at a two-vehicle accident and booked for alcohol-impaired driving. Deputies said that Andrew Joseph Fink, 43, had run into the back of a farm columbine. This was about 9:15 p.m. in the 29000 block of Highway 74. Nobody was injured. Deputies described Fink as reeking of alcohol and having red, watery eyes and slurred speech. A breath test indicated his blood was running 0.11% alcohol. By law, impairment begins at 0.08%.
