STOCKTON, Minn. — Deputies arrested a Stockton man after a second call about domestic violence. Scott Edward Rothering, 62, of Stockton, had departed a Stockton address after deputies responded to an initial complaint that was phoned in about 10:30 p.m., then he was back within an hour. The woman reported being grabbed around the neck and strangled. The arrest was on West Main Street. Rothering was intoxicated, deputies said.
