GOODVIEW, Minn. – A Winona driver, Luis Enrique Sanchez Martinez, 14, failed field sobriety tests after he was stopped by police on a signaling issue. The stop was about 3:30 a.m. on Highway 14 near the Saint Mary’s University lower entrance.
