WINONA, Minn. – At the request of landlords, the Winona City Council voted unanimously to delay consideration of a proposal to require landlords to evict rowdy tenants. The Winona Housing Association had asked for more time to review the practicalities of the ordinance. The core issue is whether to empower city agencies to revoke a landlord’s usual five-year rental license in response to neighbor complaints and police recommendations.
Landlords already consulted
Lucy McMartin, director of community development for the city, who was central ibn drafting the ordinance, said she understood why landlords want to review the proposal in its current form. She noted, however, that she had meet with housing association in June and that their concerns have been incorporated into the revision.
