LEWISTON, Minn. – A semi-truck jack-knifed and blocked U.S. 14 on the way down the narrow No Name Creek Coulee to the Arches. The accident was on a two-lane icy gentle curve. The route, the major thoroughfare between Winona and Rochester, re-opened about 3 p.m.
