WINONA, Minn. — The Winona County Board voted 3-1 to keep considering a zoning ordinance change to control dog breeding facilities. The voted was a rebuff to the county Planning Board, which had recommended the county not get into the business of regulating breeders. The County Board, however, didn’t outright reject the Planning Board recommendation. Rather the Board set up a process for its own hearings on the subject. A zoning change, if approved by the County Board, could ban kennels outright through removing the facilities from the list of conditional or interim uses or by prohibiting use in certain areas.
