WINONA, Minn. — A Winona woman, Chelsea Danielle Welker, 39, was charged with trying to walk out of the Target retail store on the Far East without paying for a floor-cleaning machine and a variety of merchandise. The store said the goods totaled $750. This included hair-care products, eyeglasses and cosmetics. The store called police about 2:10 p.m.
