WINONA, Minn. – A Rushford driver admitted using marijuana within an hour of being stopped for running a stoplight at Fourth and Washington streets near downtown. Police said there was other evidence, like the sweet smell of marijuana coming from the car. Also, said police, Cassidy Jean Allbrecht, 21, had blood-shot eyes and droopy lids. She failed field sobriety tests. This was about 3:10 p.m.
