LEWISTON, Minn. – The Daley dairy farm asked a state appeals court to overturn a Winona court decision that went against a massive expansion of its 1,500-cow operation outside Lewiston. The Daleys had argued in Winona County District that the County Board rigged the process to consider the proposed expansion. They wanted to “grow our busness” to 6,000 cows. Judge Douglas Bayley of Red Wing had taken the case at the county level to avoid charges of local antagonism in Winona County against the Daleys. He found the County Board had acted properly in denying the Daleys an exception to the county limit on feedlots. Judge Bayley’s decision was the latest in seven years of Daley appeals in multiple jurisdictions.
