WINONA, Minn. – A sheriff’s deputy stopped a car for a nonfunctioning headlight out about 1 a.m. and then, approaching the car, got blast of marijuana fumes from. The deputy said the driver was obviously impaired. The driver, a female juvenile, was arrested. The stop was near Broadway and Carimona streets on the East Side. The tentative charge: Driving under the influence.
