WINONA, Minn. – A Winona woman, Ann May Kittle, 45, was cited for shoplifting $30.97 worth of beauty products at Target. A store security officer told police that she he left the store by bicycle. Soon thereafter police spotted her cycling northbound on Mankato Avenue. This was all about 2:30 p.m.
