WINONA, Minn. – Police arrested a Winona man, Brent Ryan Knopp, 42, whose blood alcohol level was 0.27%, more than triple the legal limit to drive. This was about 8:20 p.m. after odd circling and stopping and running up a curb, police said. This was outside an apartment complex behind Walgreens drug store on Menard Road on the Far East End. Police had pursued Knopp after a complaint that he had entered a house from which he was banned by a protective court order.
