ST. CHARLES, Minn. — Deputies arrested Nin Khammanh, 57, of Rochester, on suspicion of driving while intoxicated. Deputies initially stopped him for allegedly crossing the fog line on Persons Drive and Gelb Road. Potential charges are pending blood-test results.
