ST. CHARLES, Minn. — A motorist saw a biker whiz by on Interstate 90 and go into the borrow pit, then right the bike and drive on. The motorist called 911 with the motorcycle license plate. Winona County deputies went to the register owner’s address and found him staggering drunk. His blood-alcohol tested at 0.19%, roughly 2-1/2 times the allowable max.
