WINONA Minn. — A Coon Rapids man was arrested as drunk at the wheel near Winona State campus about 3 a.m. Police sad that Janel Phineas Karn, 19, was unsteady on his feet and had bloodshot and watery eyes. He also failed sobriety tests during the stop and tested for 0.17% blood-alcohol content, more than twice the limit. The stop was at Main and Sanborn streets.
