WINONA, Minn. – Police stopped issuing citations for alternate-side parking violations on February 18. The ticketing system broke, said Chief Deputy Jay Rasmussen. Before malfunctioning, the system processed 1,556 tickets in the 2020-21 enforcement window. There were three tag-and-tow dates:
> January 16: 90.
> February 5: 95.
> February 6: 52.
