WINONA, Minn. – A Winona man, angry at a cat, was arrested. Stephen Anthony Blum, 63, was accused of pointing a BB gun at the cat – and its master — on the 150 block of East Fourth Street downtown. Police recommended a charge of terroristic threats. The arrest was about 10 a.m.
