WINONA, Minn. – Noise walls proposed as part of the sate roundabout project on Mankato Avenue have encountered citizen opposition. The state Transportation Department surveyed residents about a proposed noise wall west of Homer Road along Highway 61. At issue was not only noise but also the panorama overlooking the east end of Lake Winona. Their nays prevailed 8-2. A second noise wall, south of Frontenac Avenue along Mankato, also with views of the east lake, albeit across busy Mankato Avenue, lost 74-0. The noise walls are not integral to the roundabouts, which the city has approved.
