WINONA, Minn. – In a display of grace, City Council member Michelle Alexander asked the Council to certify a recount of the mayoral primary election. She had lost the recount. The Council immediately certified the results, which allow Third Street art gallery owner Jovy Rockey and sports equipment distributor Scott Sherman to be on the November 3 ballot. State law allows only two candidates for municipal elections.
