WINONA, Minn. – The City Council delayed a decision on whether to ban marijuana in public places. The ban, drafted by the city staff, will now goes to a future Council agenda. The 2023 state Legislature has legalized marijuana for adults but left it to localities to set their own regulations. Violations of the proposed Winona restrictions would be punishable as a misdemeanor.
