WINONA, Minn. – The chair of the Winona Human Rights Commission, Jacob Grippen, feels the City Council gave short shrift if not rudeness to the Commission’s no-incarceration recommendation for juveniles. The Council rejected the recommendation Monday. “It’s unfortunate that not only did the Council not take time to discuss the merits of the content of the resolution, some members went out of their way to deride the Commission,” Grippen said. He took particular exception to Council member Steve Young’s comment that the Commission had “lost their way.” About Council member George Borzyskowski that the City shouldn’t butting into County affairs like the jail, Grippen said: “Elected bodies send correspondence, recommendations, and requests to one another all the time.”
