WINONA Minn. – The City Council voted 6-0 to develop rules for a new period during Council meetings for public dialogue despite concern about civility. Chris Hood, city attorney, will lead a staff project to draft a specific proposal. It’s a challenge, especially in a polarized era with fringe groups exploiting “open mics” as a tactic to disrupt proceedings. Council President Michelle Alexander expressed concern about trash talk. Mayor Scott Sherman said he’s experienced hateful talk in his first year as mayor — even death threats aimed at him and his children.
Practicable ideal?
Last summer Mayor Sherman suggested a period for public dialogue at Council meetings. . The idea was propelled further by a petition signed by 179 people.
County Board
The County Board holds public comment periods at meetings. Speakers are given two minutes. Ten minutes total is allotted for comments. There are rules for decorum.
School Board
The Winona Schools Board allows public comment at meetings. Speakers fill out a card ahead of time. They are given three minutes to speak. Civility is rarely an issue.
