WINONA, Minn. — A Winona driver was taken to jail after a traffic stop in which he failed a sobriety test. Police said that Joshua Ryan Miller, 19, was all over the road on Wabasha Street before being stopped at Washington Street. The arresting officer described Miller’s eyes as bloodshot and watery. The vehicle smelled of alcohol, the officer said. There was little doubt that Miller had been drinking, which the officer said he admitted. This was about 1:15 a.m. At jail Miller’s blood tested at 0.09% alcohol, roughly 15% more than allowed. A juvenile with Miller was charged with under-age consumption.
