STOCKTON, Minn. – A Plymouth man, Carlton Nyanpika Ogata, 19, was arrested as driving impaired. Ogata had been pulled over for missing a stop sign while entering Main Street from 10th Street. The deputy decided a blood-alcohol test was in order. Ogata blew 0.11% — about 1-1/2 time more than allowed to drive. The arrest was about 2:20 a.m.
