WINONA, Minn. — As a driver was being pulled over, the officer saw him throw a plastic bag out the passenger window. “Me? Not me. Not mine” Luis Angel Gasca, 22, told the officer. This was about 1:05 a.m. at Huff and King streets. The officer retrieved the bag, which tested for cocaine albeit only 0.19 grams. Gasca was charged with possession of a controlled substance.
