WINONA Minn. — A Wisconsin man admitted to drinking, police said, after they found him passed out on the street in the downtown bar district. Nicholas Willem David Lips, 20, of Sun Prairie, was cited for underage drinking and given a ride to his Winona address near campus. His blood-alcohol tested at 0.21%, about 2-1/2 ties the legal limit. This was about 12:40 a.m. at Second and Market streets.
