MENOMONIE, Wis. — A Minnesota woman with two kids in her car failed a sobriety test after being stopped for speeding on Interstate 94. The stop was about 3 a.m. Troopers who made the stop said they smelled both burned and raw marijuana. Jastasha Spears, 35, was arrested without incident.
