ROCHESTER, Minn. – Police wrestled a 24-year-old Rochester man to the ground after a complaint from the Valhalla Apartments that an armed man was yelling at a couple in the parking lot. When police arrived, about 1:35 p.m., the man was gone. But nearby, in the 1900 block of Viking Drive, they spotted Spencer Tlougan. When approached, he became agitated and kicked and spit at them, police raid. They wrestled him to the ground. Inexplicably Tlougan was wearing a police-style belt with a collapsible baton and had a can of mace, police said.
