WINONA, Minn. – The City Council voted 6-1 to create a search process for city manager that allows the interim manager, City Hall veteran Chad Ubl, to apply and perhaps be the sole candidate. At the same time the process alternatively still could encompass a national search. Even then Ubl could be a candidate. The position has been vacant since Steve Sarvi left in a budget dispute with the City Council. Ubl has been acting manager in the three-month interim.

City Council member George Borzyskowski proposed the two-prong hiring approach – either a full-fledge search in which Ubl could be a candidate or just hiring Ubl outright. In dissenting Eileen Moeller said she favored opening the job to other applicants. She noted, however, that she views Ubl as suitable and qualified.
