WINONA, Minn. – In a routine traffic stop, the officer saw the woman passenger in the car gulping dark liquid from a clear plastic bar glass. If that’s liquor, you better dump it out, the officer said. The woman opened her door and did so. Dakota Todd Brown, 26, of Winona, was then ticketed under a state law that bans open booze in an automobile. The driver said she had just picked up Brown at a downtown to drive her home.
