WINONA, Minn. – A Winona man, Phillip Edward Edmunds, 32, was arrested for a probation violation when police were called to a disturbance between a man and a woman. No criminal complaint resulted from the disturbance itself. This was about 5:50 p.m. in the 200 residential block of East Sanborn Street.
