DRESBACH, Minn. — Winona County deputies are swinging regularly into the Interstate 90 rest stop at the Dresbach dam. The parking area has acquired a reputation in drug circles as the place to buy. The rest stop is operated by the state as a welcoming gesture for tourists. It’s relatively quiet in winter.
