WINONA, Minn. – A Winona driver, Kevin Dale Maas, 23, was arrested just short of the Latsch Island state line with lots of alcohol in his system, police said. This was at the Interstate bridge on Highway 43. Police said a breath test measured his blood-alcohol content at 0.21% — more than 2-1/2 times the legal max for impairment. The arrest was about 12:40 a. m.
