WINONA, Minn. – A Winona man, Jonathan David Swanson, 55, was arrested on a tentative charge of drunken driving. He was stopped driving without taillights and having a loud muffler about 12:10 a.m. at Fifth and Harriet streets, police said. He also was charged with refusing a breath test.
