WINONA, Minn. – A Winona man, Noah Phillip Naas, 19, was arrested on the Far East End on suspicion of of drunken-driving. The arrest was at Broadway and Wall streets about 2 a.m. Police said Naas admitted to drinking and had a blood-alcohol level of 0.12%. Above .08% is legal drunkenness.
