WINONA, Minn. – A Winona man, Ryan Loren Eden, 37, was arrested for drunken-driving after a traffic stop near Main and Mark streets in the Winona State neighborhood. Police said they stopped Eden driving without his headlights about 9:15 p.m. His breath-alcohol tested at .23%, almost triple the allowable threshold.
