WINONA, Minn. – Most Winona State University students will be eligible for emergency grants from the new federal COVID-19 relief Cares Act. The university said it has $2.8 million to distribute. Ninety percent of students can expect a check, the university said. The new law, approved by Congress in April, excludes broad categories of students: those taking only online and those with certain discounted tuition. Also excluded by law: dreamer, international, undocumented students.
