MADISON, Wis. – Governor Tony Evers has announced an election year plan that would draw on surplus revenues to send a $150 check to every man, woman and child in Wisconsin. The plan is in the budget that Evers is recommending to the Legislature. The budget surplus is projected at $2.9 billion. Of that, Evers would use $1.7 billion on refunds to individual Wisconsin residents. Republicans, who control of the Legislature, didn’t weigh in immediately. Evers is a Democrat.  He is up re-election in November. Also is the Evers budget:

> $611 million for schools.

> $188 million for property tax relief.

> $111 for state universities.

> $28 for tech colleges.
