DALLAS, Texas – Gasoline prices have dropped below $3 a gallon at scattered stations in southern Minnesota and adjoining Wisconsin counties. According to analyst Patrick De Haan of the tracking site GasBuddy, $3 and lower will be the norm by Christmas because crude oil on the world market is coming down, . De Haan was critical of statils that have lagged in cutting pump prices. These stations, he said, are  “twiddling thumbs and making a pretty nice mark up,.” He said some stations are in a silent collusion to avoid a price war. In Hastiings, where gas iis $2.68, three stations have been at war for months by undercutting each other.
