MINNEAPOLIS –Army Corps, which manages Upper Mississippi dams, opened gates at the Upper St. Anthony Falls Lock and Dam to reduce upstream flood risks on the Mississippi River. Flows at the dam had approached 52,000 cubic feet per second. The goal: Reduce flow to the normal 40,000. The Cops said commercial navigation will reopen once the river flows are below 40,000 and to recreational traffic once below 30,000.
