LACROSSE, Wis. –  A tornado watch, the first of the season, was issued by the National Weather Service for southeast Minnesota and adjacent parts of Wisconsin and Iowa through 8 p.m. In addition, winds gusting to 45 mph were forecast through 3 a.m. The unstable air was created by the collision of near-record warmth, nearing the 60s, and a mass of cooler air. Another weather system is expected  Sunday night through Monday with rain and snow and possibly some accumulation.
