WINONA, Minn. – City agencies began free COVID-19 tests at the Winhaven Court affordable housing apartments downtown. City Manager Steve Sarvi said the testing, administered by firefighters and health workers, will be expanded to the 13-story Valley View on East Fourth Street and other affordable public housing. Sarvi said the goal is bring access to health care to people who can’t get out much.
