LAMOILLE, Minn. – A Winona man, Parke Phillip Stoltman, 27, was stopped for speeding and then arrested as drunken at the wheel. Deputies said his blood was running 0.27% alcohol, almost 3-1.2 times the legal max. The arrest was on Highway 61 61 near Little Cedar Road about 12:15 a.m.
