WINONA, Minn. – After months of setbacks, confusion and countless bumper-thumpoers, the new rotary intersectin at Mankato Avenue and U.S. Highway 61 is operational. To its exuberant announcement, the state highway deparment added that construction crews would continue replacing temporary signage. Permanent overhead signs will be in place within two weeks, the agency said.
