WINONA, Minn. – A Winona man, Logan Edward Kempen, 18, was arrested after smashing items in the hospital emergency room and then, police said, shoving an officer who attempted to intervene. Police had taken Kempen to the hospital about 7 p.m. after a disturbance by “an out of control man” was reported in the 1450 residential block of Heights Boulevard, behind Westgate Mall. Officers transported Kempen to the hospital for evaluation. There, they said, he went berserk.
