WINONA, Minn. – The Winona City Council voted to hire the Minneapolis accounting firm of Baker Tilly on how to spend federal grants from the American Rescue Plan. Jessica Wojahn, city finance director, said the Council wants to spend the money within federal guidelines and also make the best possible use of it. Rules for using the money have yet to be promulgated, Wojahn said. The city is receiving $2.9 million. Baker Tilly’s $50,00 fee will come off the top.
