WINONA, Minn. — An Elba woman accused of shooting a neighbor in August is too mentally incompetent for a trial. Based on expert evaluation, Judge Dwight Luhmann issued the ruling in the case of Ava Leone Kock, age 64. She will remain jail pending a further hearing on what to do with her. She has been in custody 88 days in lieu of $500,000 bail. The ambush shooting, in August, critically wounded an unsuspecting neighbor woman.
