LACROSSE, Wis. – A man accused of trying to hijack a plane at the La Crosse Airport in a series of bizarre incidents in November has been ruled insane. Judge Scott Horne ordered Cody Anderson, 31, into further testing to determine whether he should be committed to a mental health facility or be released with stipulations. Anderson has pleaded no contest to:
> Possessing a weapon.
> Attempting armed robbery with threat of force.
> Making terrorist threats.
